Safety & Security Action Plan

The Safety & Security Action Plan summarizes the steps Metro Transit is taking to improve public safety on transit. The plan identifies 40+ action items, focused on three areas of work:

  1. Improving conditions on the system
  2. Training and supporting employees
  3. Engaging customers and partners

Updates on the Safety & Security Action Plan are provided quarterly:

How was the plan created?

The Safety & Security Action Plan is built from the recommendations of the Metropolitan Council’s Metro Transit Police Work Group and is based on significant feedback from customers and employees. The work group's recommendations are built around a vision that:

  • Provides a quality transit experience for all, using an anti-racist lens, equity lens, and an inclusive approach to transit safety, security, and policing.
  • Addresses systemic issues by fostering community relationships and partnerships.
  • Demonstrates responsive leadership and accountability for results.

What has been accomplished since the plan was created?

Quarter 1 2024 key takeaways

  • Ridership continues to grow. In Quarter 1, ridership across the system is up +13% compared to Quarter 1 of 2023.
  • Proactive policing is working. The efforts of the Metro Transit Police Department and our public safety partners has led to overall reported crime to decline by nearly -8% this quarter, compared to this time last year.
  • Our layers of official presence continue to grow. Transit Rider Investment Program (TRIP) Agents joined in February. In Quarter 1, they have had more than 31,000 interactions with riders and average 500 fare inspections every day.
  • Wages have increased for all frontline transit workers and full-time Metro Transit Police officers
  • Improvements for a cleaner, more comfortable, and safer ride.
    • We now are cleaning Bus Rapid Transit (BRT) buses during layovers at Brooklyn Center Transit Center and Mall of America stations as part of a new initiative.
    • We've installed close to 150 onboard bus surveillance monitors (with 255 more to be installed) and our Real Time Information Center (RTIC) and Transit Control Center (TCC) staff can access these video feeds in real time. All new buses will have this feature.
    • We now have live PA announcements capabilities at light rail platforms.
    • We're installing new bus seat inserts that are expected to improve comfort, while also being easier to keep clean and dry.
